Atkinson was attacked near the town's Asda supermarket, and later died of his injuries in hospital.
A post-mortem found that Atkinson, from Bloxwich, had died of multiple stab wounds.
Police, including some armed officers, were present at the hotel in Rhyl from about 9.45pm on Tuesday.
Detective Inspector Jim Mahon, from West Midlands Police's homicide unit, said: “Our investigation has been fast-paced, but has not stopped with these arrests.
"We know there were others involved in the tragic events of Saturday night and we are determined to find everyone involved to get justice for Bailey’s family.
“We urge anyone with information that they may be withholding, possibly through misguided loyalty, to come forward now.”
Last weekend, Atkinson’s family said: “We respectfully ask for privacy at the moment while we grieve the loss of our beloved boy, Bailey.
“Our kind-hearted and much-loved son, brother and grandson, Bailey was so loved by so many and will be missed so much.
“We request if anyone has any information, they please come forward to help the police with their enquiries to help catch the individuals who have done this and taken away our boy.”
Anyone with information has been asked to get in touch with West Midlands Police, quoting log 225 of January 28.
