A spokesman for Denbighshire County Council defended the decision: “The decision to embark on a joint procurement exercise with Conwy County Borough Council was made by the Council’s Cabinet in 2020 and Cabinet gave its approval to award the new contract in October 2021.
“The new contract was also put through the Council’s scrutiny process and all members of the Council had the chance to input into the new policy.
“When the new service starts in April, charges will only apply for DIY and construction waste which is classified as industrial waste. There will be no charge for household waste created in the day to day running of households.
“The Council is not required to accept DIY and construction materials for disposal, but we have chosen to continue to accept this waste at our Household Recycling Centres, with a small charge to cover the costs of handling and disposal.
“The new policy will provide residents with an additional option for the disposal of DIY and construction materials, as we currently only accept small amounts of such waste at our sites. Residents can bring this waste to us and it will be disposed of responsibly and where possible recycled or prepared for reuse.
“In future, we will accept larger quantities of such waste for a reasonable fee, which will offer a competitive alternative to hiring a private skip.
“The charge covers the costs of handling and disposal of the industrial waste only, and therefore removes a cost to the Council which had previously been impacting on the service’s budget.”
He added: “The new contract will also focus more on re-use initiatives both on site and in the community, in order to help reduce the carbon footprint of the waste residents bring to us.”
